.....how do guys like Tom Baker and Brian Voss keep so much energy in the ball while throwing it (seemingly) very slow?

Yes, Tom Baker does spin the ball pretty good, signing with Brunswick will be a good move for him. Voss is a tweener, he is more versatile, he can spin it, he can roll it. What BOTH of them do or don't do is hit up on the ball. The ball is very clean off their hand, not using any energy, or "reading" the front or first third of the lane. Most of the exempt players do this, have an effortless clean release, no matter what position their hand is in. Having a "soft" or "quiet" hand motion will loosen up your swing and make you more accurate. You can have turn and still be clean, you just won't be grinding the ball into the lane, making the ball read the lane quickly/too quickly and burning up. This extra energy down lane helps the ball hit better.

If you look at how their balls travel, you'll see that they ROLL more than "spin". This allows the ball itself to "make the moves" based on its' internal geometry, etc. (and how it may be drilled) rather than the bowler trying to make the ball "perform". Plus, they've been at it since the "Dark Ages" before urethane, rective, and particle balls, so they know how to read lanes and such. ;)

You need skid to get the ball down the lane. Baker throws a low track spinner and his ball does "spin" to get it down the lane.
