Subject: Ball sanded recently; counts as cleaning?

A couple months ago I had my Storm XXX Extreme sanded (no... i don;t
remember to what grit...800 maybe?), and it still seems to have lost
its ability to hook or curve. Ball never had a snap cause its more of
an arcing ball, but it seems to be much less aggressive than some of my
older reactives now.
I thought, that when it was sanded that was like a cleaning and
actually a cleaning "plus" event, but am wondering now if maybe the
ball still needs something done to it to rejuvenate it (cleaning or
resurfacing? ---which I thought was almost the same as sanding) . Was
the sanding in fact ALSO a cleaning, or is the last 18 months of oil
build-up still trapped in the ball?
